If it was entire blocks losing power I would look for a weak link but in my SS … WebAdd power (I usually start with coal), water, sewage and nothing else in the beginning. Only zone low density until 20,000 or so. Don't zone massive areas when starting out. Only add additional services (fire, police, health, education, garbage, etc) when cims ask for them. Don't add parks until you make a profit.
