WiFi merely extends the car's cellular network (4G-LTE) to more devices like a personal hotspot. It sounds like 4G is only allowing WiFi when active for an OnStar session. OnStar in the car will be disabled and you will have to plug a module into the OBDII port and use the OnStar Guardian app.
